An unknown man, identifying himself only as 'Hatta' has been running amok in Gotham. He somehow got Nate Leech aka Prince Sha'do from New York and killed him with his own spear of destiny that was hidden. He was found with a top hat on and a note. He's framed Nightwing for assault on a civilian, making the police rethink their allowance of his excessive violence.
Whether it's true or not he's taken credit for the law crime rates particularly in NY, Gotham and Metropolis. Is he some sort of insane jealous vigilante or something more dangerous?
